This is a metaphor because people on the ground floor are being shrunk to ants, which is obviously does not really happen; Suzanne Collins is saying through the figurative language that everyone on the ground looks smaller as the elevator rises. Also, when the passage says "as you shoot into the air," another example of a metaphor is shown.
"Leaving me like a plucked bird, ready for roasting." (page 66) This is a simile, comparing the Katniss's vulnerability and feeling of nakedness to that of a plucked bird. "The four adults are watching me like hawks." (page 77) This is another simile, this time comparing the harsh stare of the Gamemakers to the cold, threatening stare of the predatory hawk.
